"She would forget our brief encounter."-Who said this? What was "the brief encounter? mentioned in this line? Why would she forget that?

Ans: In the story The Eyes Have It by Ruskin Bond, the blind speakers said this.

Here the brief encounter referred to the encounter between the narrator and his girl co-passenger. That encounter started at Rohana station and ended at Saharanpur Station. During that period of time, they both exchanged words over various topics like- their destination, nature outside the train. Once once the girl became very excited to know about his destination Mussoorie. Even in course of conversation, they both expressed seriousness, sense of humour. That that encounter ended happily and unhappily- happily as the girl liked short journey and unhappily as the narrator wanted to spend more time with the girl.

The girl would forget that encounter as she was not impressed at all by the narrator and she wanted her journey to be short.
